Since you have the coin in hand see if any of that potential mintmark is raised.
If you have tracing paper or another way to draw the normal mintmark, and place it over the suspect area. This may debunk the theory, since the shape and size may be off
Most times, it's either a stain or something that's not a mintmark. There are very few mintmarks of the modern era that have been partially struck on a Lincoln cent that is "out of bounds". Typically, mintmarks are struck into working dies anywhere south of the date, in the flat field is acceptable.Gary Kozera

I moved your post to the die variety part of the forum because this is the area we post suspected Double Die or RPM questions:
My take on the follow up photo: Notice the area under the arrows is recessed? this could not be an RPM. The area would need to be "raised" in relation to the field surrounding the area. Notice in the photo I attached how the secondary RPM
is raised just like the primary mintmark:
