1979 p 1c with doubling on the reverse-not catalogued anywhere.

I have a 1979 P 1c that has some nice doubling on the reverse. I found it in an uncirculated bank roll. This variety is not catalogued anywhere that I can find, I believe this is the first that has been found. I have checked on variety vista, PCGS, NGC, etc. I took it to my coin guy, and he has thinks it is doubling but directed me here for your thoughts. Any help identifying this would be great! Thanks!!

    It looks like machine doubling.
