1983-D Lincoln 1C CW "D"?

Hello all, I ran across the nice 1983-D Lincoln. The D is rotated CW. VV has an RPM-2 but no where near as extreme a rotation. What are your thoughts? If its PMD its a good one. I haven't seen one this rotated but Im still a newbie IMG_5875 3.jpg (1yr). Thank you for taking a look.

Humm The bluish style "stuff" to the NW of the mint mark might be where the working die broke though the cent's thin copper layer and exposed the zinc core below it. I have not see a single mint mark with that much rotation. I am wondering it either due to the strike or if it is lamination related. But, it has the look of split plating damage. The thin copper layer shifted.

Eric eaxtellcoin has seen a lot of Lincolns and his expert view would be beneficial in here.In any event, it is different.

Morning, My oppinion Gary hit the nail on the head.
I would try to use a toothpick and see if the junk in the upper left corner can be removed - if yes is there a serif?. If not - it's oxidation to the copper layer turning green.
