In my opinion, it looks like damage. It almost looks like die chatter.
I suggest looking at the very bottom photo in the article.

They only used one mint mark style for that year, so its improbable its two different sized mint marks.
It looks like the damage occurred fron the south and metal was pushed northward towards the center of the mint mark.
