My oppinion is it's most likely a die chip. Here is a blow up of the area. Gary might also have an oppinion

Ok think of it this way. A die chip on the face of the die causes a raised spot on the planchet, and every planchet it strikes after the chip happens. If a mint worker notices the imperfection, in the field, and takes the die out of production, and abrades the die - basically cleaning up the low spot, then the imperfection would not been seen any longer once the die goes back into service. The depression in the middle is the thing I cannot explain.
One other thing to consider - this is a zinc cent, which means metal flow could also alter the die gouges appearence.
