The problem with having both doubling types is near the bottom of the design, the strike doubling is vertical, while the doubled die is nearly the same direction but slightly diagonal. Strike doubling is obvious on the tops of the letters in EPU. On the right side of the coin, the railroad ties are clearly doubled along wth the track and most of the right-side train. Most notedly the designers initials.
The coin is in a mint set, so you may want to whip them out and look for this example. Only die marker is on obverse, small die crack on designers initials starting at the top of JF and moving to the bottom of WC.
