Is this area risen or sunken into the coin ?
Does the reverse show any tell tale signs like this?
It looks just a little too "busy" to be a die clash. Lincolns tend to show clashes under the chin and on the back side of the neck.
It could be a strike through debris. there is a waviness under the chin that may indicate this could be struck thru grease or debris.
The magnified photo has just a tad too much glare to figure out what's going on.
Others will chime in here as well.
