CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

    In my opinion, it looks more like strike doubling or machine doubling. With how far tha doubling is off, you should see notched letter and the class cookie cutter lines on the letters as well.

    If one of the areas is lower and shelf or step like, suspect machine doubling. Double check the variety vista site, to to confirm it is or not.

    Remember - doubled dies are more than one impression done to the die. They are typically created with the same pressure, so the doubled die should have the impression on the coin at nearly the same height.

    Additionally, I went to varietyvista.com and looked, they do not list any doubled die obverses for that year.
