While trying to research this for you, I found that there are many other dies in the 40's that has this same doubling. The T of LIBERTY and the Ts of TRUST have the same anomaly. I believe this to be Master Die Doubling. I will leave the link for Brian's Variety Coins (1942) If you take a look at all of the DDO's listed for the year 1942, you can see the anomaly on just about every die.
Let me reiterate that this is my opinion based on what I know about the minting process. Someone who deals with nickels more than I do can probably add more to this.

No. I believe what mustbebob is saying is that the master die, which makes hundreds of working dies for the year to make coins, the master die had the issue. All of these working dies have the same issue. This means it is possible that this impression on a decent amount of working dies can make literally hundreds to thousands to millions of the same look. Since the doubling is not limited to one die, the doubling is considered common.
