I don't think this is a DDO.
The tops of IGWT seem to be flattened (and thickened) from circulation. I don't see any separation or CW rotational thickness on the U (TRUST).
There are too many shadows on the date to see what's happening there but I can see why you were wondering about this one.

In my opinion, this looks a small percentage thicker than oy
ther 1966s i have seen, but its mainly due to what i believe is a later stage die. The later stage die gives it that almost flat appearance. The letters are not as "tall" as say, an early die stage working die.

IF it were a doubled die obverse, it should look real close to the examples above. Doubled dies are struck into the metal working dies so the doubled areas do not move.Gary Kozera
