The placement of the mintmark on the coin is vital when trying to attribute if it is a RPM.
Each working die that had been made had the mint mark hammered by hand into the die.
The placement varied a little, and anywhere south of the date on the field (flat part of the coin) was ok. Those slight changes in location can help attribute a coin.
So, a direct on shot of the date helps out immensely.
Three places to look over are

In my opinion, the last photo reveals a lot of worthless doubling on the date of this 1969-S. As best I can tell from the photos, so does the mintmark have worthless doubling. It's lower and shelf like, and mimics the same direction of the date, southeast to northwest. I cannot make out the item that is directly above the southern ball serif, it gets too fuzzy when I zoom in.
I did not see any matches on copper coins. My gut instinct says it is probably not an RPM.
1969-S didn't have a ton of RPMs. Although the 1959-D, 1960-D and 1961-D are fun to go through, and the BU rolls can be pretty cheap if found from a good source who does not cherry pick the rolls.Gary Kozera

I do also see what appears as Die Chips mingling with the "S"

All you need is some books and a bottle cap.
