In my opinion, we would need a better photo of the date and full mint mark to determine if its a RPM.

Its important to scrutinize the position of the mint mark. Every working die had its mint mark hammered into the die by hand, so the position of mint marks can vary a bit.
As for doubled die listings, its vital to read the description to find out where the doubling was documented.

In my opinion, It would be great if you crop out all that unnecessary background. It will save space and focus on the coin vice all that background. Most photo editors of any type allow you to draw a box around the area you want to keep and the crop tool may look like a bent square icon.
This is not DDO 002 on varietyvista.com . I have quite a few of DDOs 001 and 002.

One last thing. Back in the day, the working dies are made first, without any mint marks. Later on when the working dies were about to make coins, the mint (Denver in this case) needed to add the mintmark to the working dies. They used to hand punch them into the working die using a mint mark punch and a mallet.
So, you have two things here, one is a working die which is made seperately from the mint mark. And with that being said, the mint mark and the working die would not have the same areas of doubling, since they were done at different times.
So the logical side tells me its more than likely is strike damage (worthless doubling) related. From 1989 and prior years, there are very few instances where there is a doubled die and a repunched mint mark on the same working die.
