I'm sure this is PMD of some form as I been learning but it rather a interesting place. The four little marks in the place were the mintmark used to go and they look straight down looking and the roman numerical 3 on the head. The hammer dies are destroyed after so many uses or when new design comes in correct? So this probably isn't from the die I presume.

CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors.
