It's hard to tell if it's on before or after the strike. How would one go about telling the difference please?

In my opinion, it's been in circulation.
It looks like it's been in the ground.
This is usually called environmental damage.
It was probably in the ground for a while. Some one either saw it laying on the surface of the ground or found it with a metal detector.
The only good pitting if you will, that I have seen was on a few select years of Morgan Dollars. Some had pitting due to rust. Some had pitting due to acid treatment done to the working die.
