1999-D 1C alloy or occuladed gas bubble
Is this an example of alloy mix or a occuladed bubble or is it MD from the zinc plating because if it was planchet error it would have struck differently in the "L" of LIBERTY correct more pushed down from the strike and less corrosion/errosion effect correct?You do not have permission to view this gallery.

In my opinion, it almost looks like it is peeling away from the L in LIBERTY.
I dont see any other damage close to the rim on any letters, numbers or mintmark.
Lincoln's lower coat area around tbe rim and where VDB is looks ok too.
This could be either an exploded bubble either before, during or after the strike.
It could be a lamination issue as well.
I don't like sounding like a broken record, but on this tablet, I typically can zoom in and see a lot more. On these photogrpahs they become very fuzzy. I dont know what your camera resolution is set at but if it allows photos onto be uploaded and their below 2mb, its an ok thing.
Since i can't zoom in as close as I've would like to, I can only give you possibilities vice a more solid answer.
