CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

CONECA was formed through a merger of CONE and NECA in early 1983. To learn more about the fascinating HISTORY OF THE ERROR HOBBY and THE HISTORY OF CONECA, we encourage you to visit us our main site Here

    1995-D 25C roman #3?

Now more than likely this is just a weird placed bagmark or PMD issue BUT just in case I thought I'd better check.
If it is a bagmark then WOW what placement huh to look like a Roman numerical 3 because there doesn't appear to be anything around the 2- 3mm horizontal line.
    JDL(just dumb luck)

8n my opinion, i agree, its just some random hit by bag mark or other condition. It appears to be very small in size. It also is sunk into the coin, so it was done to the coin and not the working die. IF it were raised on the coin it would be sunk on the die and might have been a die gouge, die crack or die chip.
