Why does it look like it's "sandwiched" together & incused? 1.81g weight should be 2.27g.

In my opinion its difficult to know for sure. It looks like a railroac style appearance which may signify a partial collar or collar issue.
The partial collar is difficult to prove when a well circulated coin is involved, along with the potential of environmentally damaged coin.
The coin could have been in an environment that caused the copper to be removed or eaten away faster than the nickel area of the coin.
The coin shows some pitting, so it is possible it was in the ground at one point in the coins travels. Where ever it was, the conditions were probably conducive for the copper to deteriorate quick.
