CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

    Is this a starting of a CUD or is it LDS?
    Is USoA doubled because it looks like thick letters.

    Cuds require die cracks. Are there any cracks that you can see ? If so, are they on obverse or reverse photos ?

    I looked at VarietyVista and did not see any listings for 1984D. No DDOs or DDRs.

    I personally am not a fan of the extra thickness doubled dies. I believe that is very subjective and one needs a good example of what a "normal" thickness is. One would have to take samples across most of the working dies that were used for that year and mint. Then one may be able to document the extra thickness. It may also have to weigh in the age of the die and whether the older dies may be disqualified since they are prone to being loose or highly worn.
