CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

    1997-D 10C reverse partial collar

    Is this a reverse partial collar (strike error) due to the rim the way it is half reeded and beveled along with the obv right side being tilted ?
    The rev left branch thru EPU looks to be doubled also. Note the abraiding on the MM.

    For the reeding can you stand up the coin so the reeding is facing the camera?
    I use a piece of foam or a wash cloth and take a photo with my phone.

    All it takes is one issue for the coin to not be struck right. The reverse looks like it is machine damage. Too low and step like.

    Partial collar needs for some of the reeding to not be there or, it has to look awkward and show appropriate signs of a partial collar:
