1983D 1C occuladed gas bubbled mintmark
Here's a good example of a occuladed gas bubbled mintmark with some plate splitting that could be mistaken for an RPM that is very common on post 1982 copper cents due to the zinc/copper. Even though it does look like the air pressure leaked out of it like a tire.You do not have permission to view this gallery.

I agree, its split copper plating. It is pretty common to see on the date, mint mark and IGWT.
