CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

CONECA was formed through a merger of CONE and NECA in early 1983. To learn more about the fascinating HISTORY OF THE ERROR HOBBY and THE HISTORY OF CONECA, we encourage you to visit us our main site Here

In my opinion, it might recieve a lower grade . If the sleeve of plastic is off on that photo, it almost looks like there may be some residue on thecoin. It almost looks like contamination. I wanna say pvc but not sure if that phrase is correct. That very well may cause it to receive a details grade, if that is what it turns out to be. They might reach out to some people to see if they want to spend more cash to hopefully remove the PVC and if so, it might receive a straight grade. Again, its all hypothetical - if that is some sort of residue.

I took the plastic sleeve out for the photo. It might be residue, not sure. Whatever it is, it's baked and etched into the surface. It came out of a straight graded MS-64 NGC slab. Could it have been graded that way or did it turn this way in the slab over the years?

There is no way of knowing. One would have to been the individual that had the coin raw, looked at before and after to determine where along the chain of events it happened.
