Would this qualify as a II-F-4 "BIE" and the date looks suspiciously doubled in the 9.

In my opinion, its a heavily circulated coin and very difficult to assess in this condition.

Is a die chip alone in the "B" considered a "BIE" start?

I am not sure. I believe that each area between the letters is the area of focus. If a die break or chip starts on a letter, is unclear.
