This looks strange to me. especially the clean cut in the bottom of the hole in the horse. Thoughts?

A die gouge is incused (sunk) into the die, so it would be raised on the coin. This looks like post mint damage, done after it left the mint. It is difficult to know what exactly happened. But it is not something that would be a mint error, in my opinion.

No doubt this is post mint damage. Unless you were there when it happened, it would be impossible to know how it happened.Bob Piazza
