It would have been impossible to get this from a planchet that had been damaged before striking. The strike would have obliterated most (if not all) of that damage. This is post mint damage. It appears that someone struck the coin with a sharp object.Bob Piazza

No, most of the Rockwell tests were done on the side of the dies and not the area where the die impression is. This coin is clearly abuse done outside of the mint. The Rockwell tests were typically done once and that was it.
