2015 P Rosevelt Dime...There is a lot going on with this dime, where to start? Looks like its been raked and is a bit off center and some other things. Is this Mint damage or PMD?

This is a great example of die deterioration. Unfortunately, they used the dies way too long. The reverse die is slightly misaligned. All these things happened at the mint, but unfortunately, none of them are going to make this coin worth more than a dime.
