That's an interesting die anomaly/gouge on the back of the S.
Are you saying you are seeing a D over an S, which would be an OMM. (Over mint mark)
IMHO, there is a secondary curve coming out of the top of the right side of the D. But I'm not seeing anything consistent enough between your first and second image to conclude it is an "S" coming out of the top of the MM.

Hello signofthedimes,
I'm not supposed to do the attributions for you, but I will try to teach you where to look for your answer. I would suggest if you don't have a copy of the original RPM book - Second addition by Dr. James Wiles go to his web site, ""Variety Vista"" and look at mintmark position of all the 1964-D Cents. which mintmark is a D/D north with close postion to your coin? Then read/look at his die states. I would suggest looking at state "C". The answer is right in front of you, all you have to do is the work.
