I cannot see whether this is a RPM or not, the photos get real blurry when I zoom in with a tablet to see if there are any tell tale signs of an RPM.
The photo could use a tad bit more light. I am not sure what your method for taking photos is, but you can place the coin on a table. Get a box, say 6x6 in size, place on table near the coin. Place the phone on the top of the box and turn the camera app on. Carefully slide the camera lens over the edge of the box, so the camera sees the coin. Now that the phone is on a level surface, the photos taken should be a lot clearer, with no camera shake when photos taken.
In my opinion, and at your own risk, you might be able to loosen or knock away some of the debris around the mintmark. What I have done in the past was ensure the coin will not slip through a basket in the sink. You can use the sprayer hose with medium hot tap water to try and remove some of the debris. If you don't have a spray hose or a sink basket, you can turn on the water on slow, using warm water and have the water run over the date and mintmark area for a minute or so. It may free up the debris. Just be extremely careful not to drop it in the drain.
Or, simply soak it over night in tap water.

The coin above - the mintmark tilt in relation to the 93 of the date is not RPM#1 or RPM#2.
There is alot of Verdi/gunk as Gary has mentioned. You can try and remove the gunk - I think you will find it's not an RPM, just gunk.
