CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

CONECA was formed through a merger of CONE and NECA in early 1983. To learn more about the fascinating HISTORY OF THE ERROR HOBBY and THE HISTORY OF CONECA, we encourage you to visit us our main site Here

In my opinion, this looks like a partial collar. From what I can see of the reeding on other parts of the coin, it does look sort of normal.
I've never seen a mis-aligned die (MAD) look like this, but technically - the definition fits.

Does the reeding look normal on the non-affected area of the coin ?

By the way.... PROOF errors can demand a significant premium. Although this forum does not like us to chat about prices, you might be able to find some pricing on the website https://minterrornews.com under price guide and under the proof errors category. It will give you a ball park idea what it might end up going for.

Thanks for that information. It shows clad proofs but not silver proofs. Silver proofs should be more rare then clad proofs. Also, the reading looks sheared from the die so much so that a sliver of it remains attached to the coin in a looping fashion attached at both ends.
