Is this a RPM and why is the strike all level with the rim above LIBERTY? It doesn't look like the one on Vista but that looks like a repunch.

In my opinion, did you have a look over at varietyvista.com or here on
https://conecaonline.info to see if it matches up to a known RPM ?

There are only two for that year/mintmark on varietyvista.

Although the photos overall are good, I believe the lighting should be stronger or focused on the area where the potential RPM shows. On my Pc and tablet the southern portion shows up a little darker, making anything difficult.

As far as LIBERTY, I think it's within tolerances. The die might be just a tad misaligned.
It is extremely minor, in my opinion. You will see this same condition all over the Li col cent series
