CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

CONECA was formed through a merger of CONE and NECA in early 1983. To learn more about the fascinating HISTORY OF THE ERROR HOBBY and THE HISTORY OF CONECA, we encourage you to visit us our main site Here

Does the die chip have to go all the way from top to bottom of the letters in LIBERTY in order to qualify as a "BIE" or can it simply be just a small die chip?

No, in the Hardy Index which is in The “BIE Handbook” Edited by Howard O Hardy as published in 1972 for the Guild, your Die Chip is classified as a “EL+” indicates a break of ¾ that extends below the lowest level of the letters. You can learn more about BIE’s in the Links below.
Lincoln Cent Die Breaks Called “BIE” : Cuds on Coins (cuds-on-coins.com)
    And the Hardy Index Link
Hardy Index System : Cuds on Coins (cuds-on-coins.com)
Also in the 1969 edition of “THE CLASSIFICATION AND VALUE OF ERRORS ON THE LINCOLN CENT”by Jean Cohen.
CONECA now has the coins and the copyright for Jean Cohen’s collection. Sorry to say they have never done anything with it.

Thank you for that. I wasn't aware that there was a "grading scale" for BIE's. I was under the impression that it just had to be there between the letters in LIBERTY.
