First, I am a normal member like you. If you want opinions from other members, you will get them here. If you want CONECA staff to attribute the coin, you might want to add a post in a different area as well.
Go to the main forum page.
Look for the CONECA Services forum.
For errors, you add a post under Examination
For varieties, you add a post under Attributions.
People tend to group these all as errors, but there are 2 categories.
If you believe this is an RPM repunched mint mark or a doubled die, those are varieties. Based on the photos, I think your talking about either the date or the mintmark.
What some of us do in the general forums, is assist other members find a match to their questions. Most times we successfully assist.
I will say that the photos are good, and this may take a few days to find a match, IF this is a RPM or double die obverse. We use websites like
Http://varietyvista.com
Https://doubleddie.com
and a few others. For the mintmark, we have to make sure it is in the exact same place in order to find a match. All the working dies back then had the mintmark hammered into each die, and locations for die can vary slightly, allowing attributors the ability to find a match.
My initial assessment and opinion, is that this coin was struck by a very well used working die. The scratches you see indicate age through maintenance of the die. If you look at the numbers, they appear to have damage to them known as machine doubling . That is a form of worthless doubling. It can happen when an older working die makes coins. These dies are no longer sharp and new. These dies strike coins with tons of pressure and its metal vs metal. These diescwear out and eventually will shift just a tad when striking coin thats is enough for them to look like this. The 8 shows it pretty clearly, as if the die, when lifting after the strike didn't have a clear upward path and damaged it.
Others may offer their opinion here. If you want add that post under Attributions and see what the CONECA staff have to say about it.

Hello Coin Novice. The coin photoed is a 1998-D, the mintmark was part of the working hub after 1989 so 1990 and after there is no way this could be an RPM.
Gary's advise above is correct. This is not an RPM.
Please, when you post use an arrow to where you believe the variety is located. When you just post a comment ""My 1998 D Dime was slabbed but I omitted/forgot to request Mint Error attribution.""" we have no idea where you believe or what you believe the variety is.
