1999-D quarter Pennsylvania cracked planchet

Wondering if this would be a cracked planchet or a struck through. I would figure it being a struck through of something but just wanted to be sure. there is a good chance it was a piece of the rim/edge seeing how that area looks to be missing a bit of plating, which isn't uncommon on these quarters, esp on the rim/edge.

not terribly valuable, though we're not supposed to discuss value here, i will say IF it still had the piece it was struck through as retained and/or still attached to the rim (if that is what was struck through), it would be a VERY neat piece indeed.

Thank you occnumis2021, yeah there's so many of these statehood quarters out there especially rolls from the bank, can't help but run across a few with common errors. Idk maybe one day I will find something unique.
