I disagree that it is part of the minting process. I was told years ago that these marks are the result of rolling machine damage. That could explain why the same type of markings have been found on all denominations.Bob Piazza

I've seen similar marks on modern state quarters all the time. I assumed they were contact marks with the reeded edge of other coins. So perhaps the 1937 1c is the same thing - some kid dumping out their piggy bank with mixed coinage or similar situation where mixed denominations of coins are dropped and bang together
