In my opinion, I see the end of the stairs in the 3rd photo with the circle.
The line in the photo looks incused, and I believe that incused line is not part of a normal coin design.
The concrete style block is farther to the left as normal, and the stairs are running right up to the square concrete clock.
I think that area you are talking about is either damage or a strike through.
I suggest comparing it to another nickel.
I believe the damage in that area may have caused the working die to shift a tad. If you are referring to the lines on the concrete block, those are quite light and i dont see five of them. When damage / strike through that may have occurred during the striking of the coin, it can confuse the overall look of the coin.
The master die makes master hubs. In turn the master hub makes the working dies. For it to be related to a working die pressing it may have affected many working dies. If it was related to a working die, i would suspect hundreds to even tens of thousands of this effect would have been created.
