This is die damage. It looks like a combination of a die attrition error and burr that sometimes forms on the internal margin of such an error. A die attrition error develops when a misaligned die smacks repeatedly against the beveled entrance to the collar. This wears away the edge of the field portion of the die and sometimes the rim gutter. The year 1983 produced a bumper crop of die attrition errors among cents.Mike Diamond.
