In one of my books, it says that letters on coins sometime disappear because of something that got in-between
the machine and the coin. Is this one of those coins? How bad does this have to be, to be special? Thanks.

There are numerous reasons why a coin may not strike up completely. Striking pressure is one of them. There are also instances such as you mentioned where debris (such as machine grease) gets inside the incuse devices of the die. These are called struck through's and can be dramatic and result in missing characters. They are also known as 'Filled Dies'.
Coins like your coin is pretty common and there are no premiums for those. It is the result of weak striking pressure.
