What would be the correct term to describe this error on this 2015 penny? After researching I believe it could be an I n collar double strike - maybe ?? Thank you

This is definitely not a double strike. Those would leave additional images of the devices. This appears to be die deterioration.

Thank you for answering my question Bob. To follow up however, would it still be considered die deterioration if it raised kind of like a brockage error? You can feel the lines and curve.

Yes. The deterioration leaves what they call a ridge line. This is actually very common on cents. A brockage would leave a reverse mirror image impression of another coin on the surface.
