CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

    1996 P Washington Quarter

    This is one of my favorite error quarters that I've come across coin roll hunting. It's a MAD, and on the reverse there's the normal five arrow tails in the left Eagle claw but, only four arrows in the right claw.
    How would this be classified?

    It is definitely a misaligned die (MAD) but not an obverse off center strike. (it can be one or the other...not both). As far as the reverse anomaly you are pointing out, the 5th arrow tip is there on top of the bundle. It just seems that it didn't strike up completely.
