In articles I've read about the single press hubbing process, the mint had hoped that it would lessen the doubled die errors. According to the article, because the master working hub has to be slightly smaller than the collar when making the working dies, they found that even that slight movement caused a more prevalent outer mechanical distortion along the edge details in the hubbing process. What you are seeing is the results of this and isn't unique to any quarters or new coins with similar edge designs. I have found dozens like this coin roll hunting hundreds of dollars of quarters. I have yet to find a rotational hub doubling example since they began using this process. Bob is correct.
