Hard to tell from the photo, but this looks like PMD (strike doubling) to me. -

And it can be strike doubling, machine doubling as well. The chin looks like damage for sure, it looks as if part of the metal was sheered away. Doubled dies add thickness and usually close to the same height.
IGW does look like it MIGHT have a tiny chance in being what some call "extra thickness", but it probably is NOT, it may just be the angle and lighting. It t is difficult to assess at this weird angle.
This website lists confirmed years and examples of Washington Quarters varieties - which this is, it's not a mint error, FYI.
IF there is no listing there, that means one hasn't been found in 24 years. And odds of finding a "new discovery" is, well, slim to none.

It would help a lot if you:
Show straight up and down photos so it is easier to match with any other listed examples.
Show us more photos of the coin, especially of the affected side so we can assess it better.
A full obverse and reverse is a nice gesture as well, so we can determine anything additional from them.
