    2019 W 25c DDR!?!?

Found this 25c river of no return that looks to have doubling on the reverse. Am I wrong? I can see split serifs on most of the lettering.

This is 'Incused machine doubling'. Since the lettering is not raised on the coins, it does not follow the normal die doubling we are used to seeing.
There is also many articles about this type of doubling on the internet. A search of 'Incuse Doubling' will help you locate these articles.
