In my opinion, this is either die deterioration, strike damage or mechanical doubling. You can also see faint traces of it above the 9 and 6.
It looks like when the coin was struck, either the die or planchet slid to the north a little bit, or the die simply bounced. It is mechanical and the process to make the coins isn't perfect.
Variety Vista lists just one RPM for 1969-D and this is not it.Last edited by MintErrors; 09-10-2022, 02:31 AM.
