In my opinion, it looks like die deterioration to me, BUT the WE in IGWT looks funky.
The WE is not the same look as the example on coppercoins.com.

Doubled dies are just that, a piece of steel called a working die which has received more than one impression that was slightly off from each other. That being said, the coin should resemble almost exactly what is seen by the attributers photos. There is not a lot of wiggle room in this, since the working dies are made of steel and the impressions do not move.

I agree that this is not FS-102. Even on a late die state coin, you can see the doubling, although it is mushy. I agree 100% with Gary that it is die deterioration.
