Switching to the newer made coins, the mintmarks are now part of the design so if the mintmark was Doubled then yes it would be a doubled die.
Back in the day,, prior to the mid 1990s, mint mark issues aren't called doubled dies.. They typically have repunched mint marks.. that means one mintmark was superimposed/ struck over the top of another. Like a D over a D or a S over a S.
An over mint mark is where 2 different mint marks were involved say a D over an S or a S over a D
