Its either a Re-punched mintmark (RPM) or an over mintmark (OMM) The RPM's were way more common. The US Mint workers, prior to mid 1990's used to hammer the mint mark into the working die. IF they didn't have a good impression on the first attempt, they gave it another more attempt and if both mint marks were slightly separated, a re-punched mint mark was born.

The vital info on the re-punched mint marks is the exact placement of the mintmark. this was hammered in to the metal die, so of course, it's position will not move. There are many mintmarks and each may be just a touch different that another. Over time, the obverse and reverse may show markers or pick up points that can help ID that coin as well.

I am not seeing clear indication of RPM based on the clarity of the images. Can you get clearer images of the top and bottom serif on the mint mark? Also can you get a clear image of the 9 in the date?
Based on what I can see in the images you provided, I at first thought this was strike doubling.
