The photo just a bit not focused.
so it is a zinc cent. It could be.....
1. A zinc bubble near the rim
2. A die chip touching the rim is called a Cud.
3. A fragment of copper that was struck on to the coin..
4. This does not look like a die crack, but it could be.
Make sure this is not clear, it is metal. If it is clear and you can see through it, it is probably PMD.
If the rim is damaged above this dot of metal, it could be metal from the rim damage.
In my opinion, this is very minor and most people do not collect this.
