Looks like plating blister and or split plating. The zinc under the cooper plating will eventually rot.

I agree. This is definitely a plating issue.

Concur, the area of concern appears to almost jagged and rolled up. That specific area of the coin was struck a touch harder, and it broke through the top thin copper layer.

Under magnification, you might be able to see the hole in the zinc core below.

Early years of zinc cents were riddled with issues, so this is quite common. I will say that sure it does look kinda like an RPM, but is not.
