In my opinion, this is simply machine doubling, or worthless doubling. It is vital to note that one level of the coin, is at normal height the other is extremely lower.
When the doubled dies are created the impressions of the coin on the die are made pressure is equal on both impressions, so the height seen on the coin where doubled dies show up, should be at the same or close to the same height.
Coins are struck so fast, it's like a jack hammer. Things go minutely out of whack, and these little misalignments may be enough to damage coins.
