i'd say neither. #1 has a big notch it looks like from the images on V V, bottom serif.
the position of your mm is way different than #2.\
did you look at the images for #1? it shows a big diagnostic batch of polishing lines in front of the face for #1.

I'm moving this post to the die variety forum.
RPM and Double Die questions belong in that forum.
I'm not sure what that is to tell you the truth. If that is raised below the primary "D" centered I do not see a serif. It's perfectly strait and to be honest, maybe a die scratch. I'm on the fence. I would like to see something of the top of the secondary mintmark under the upper curve of the primary mintmark.
Let me ask you this, does it disappear when you move the light? Turn the coin from the angle you see the RPM 90 degree's and see if it is still there. If it's not then it's problably a strong scratch.
It's not listed by Coneca or listed by Wexler.

In my opinion, I can clearly see the southern part of the mintmark SEEMS to be extremely thin, as if its been damaged at the surface?
The entire horizontal lower bar looks that way - to me. Let me see if I can download the photo and get it to accept a focus.Gary Kozera

This is the best I could do with the offering provided.
Is all of this area damage? Or a reflection? The area to the right in the photo does not show that effect....

Sorry wrong photo that was of a 1961D. Here's the right one see the line on the left side of the "D" and there are NO die scratches behind or in front of Franklin's head, he's actually quite gorgeous in his non milk spot blast whiteness. I found both of these in the same roll which I'm noticing is NOT very common.You do not have permission to view this gallery.
