In my opinion, i can't tell if it's some type of dried liquid adhered to the coin or its something else. It does not look like lamination. It looks like it's on the higher parts of the coin, so it would make sense that if it were face down in some type of liquid that was shallow in depth, it would have adhered to most of that area on the coin.
It can be difficult to assess a coin via photos. It more than likely is post mint damage, something done after it left the mint. The original strike looks OK, it's just what ever that extra "stuff" is...Gary Kozera
